Is luxury vinyl plank actually waterproof?

The planks are. The floor is only as waterproof as its seams and edges, which is why the subfloor is leveled and the perimeter is sealed on a floor that will see standing water. LVP is the right answer for kitchens, laundries, basements and rentals in this climate — it does not swell, and a spill left overnight is not a disaster.

Why can I see the seams and bumps in my vinyl plank floor?

The subfloor. LVP is thin and flexible, and every ridge, dip and nail head underneath telegraphs through it within weeks. A floor that looks wavy was laid over a subfloor that was never flattened. Leveling compound and patching before the first plank goes down is what stops it.
